The festival was organised for the first time in Koper during the summer of 2009 by the Academic Cultural and Artistic Association Kolo Koper.

This year, the 5th edition of the Festival is co-organised by the Association of Serbs of Slovenia, which will organise the Second Youth Festival of Serbian Folklore of the Diaspora and abroad. The Youth Festival will be accompanied by an expert jury, which will give guidance to the artistic directors and choreographers, without judging the ensembles.

The aim of the festival is to promote the folklore of the Balkan nations and the associations that nurture the song and dance of the nations of the former Yugoslavia, especially those living outside the borders of their home country.

The festival days will take place on Friday 9 June and Saturday 10 June and will include concerts, a vocal-instrumental workshop, live music and a gathering with the folk and ex-yu rock scene.
